IMP-00013: only a DBA can Import a file Exported by another DBA异常问题解决方案:
〖环境（Environment）〗
OS：RHEL 5
DB：Oracle 10g

〖现象（Symptom）〗DUMP文件EMPTY.dmp是由用户test产生的。test2执行数据的导入，把文件EMPTY.dmp的内容导入数据库，但是产生IMP-00013错误，如下所示：

$imp test2/test2 file=EMPTY.dmp ignore=yes
Import: Release 10.1.0.3.0 - Production on Fri Aug 25 19:15:19 2006
Copyright (c) 1982, 2004, Oracle.  All rights reserved.
Connected to: Oracle Database 10g Enterprise Edition Release
10.1.0.3.0 - Production
With the Partitioning, OLAP and Data Mining options
Export file created by Export:V10.01.00 via conventional path
IMP-00013: only a DBA can Import a file Exported by another DBA
IMP-00000: Import terminated unsuccessfully

〖原因（Cause）〗

要想导入由其他用户创建的DUMP文件，执行导入的用户必须具有IMP_FULL_ DATABASE权限。

〖方法（Action）〗

以用户system的身份登录数据库。

SQL> CONNECT system
Enter password:
Connected.

把IMP_FULL_DATABASE权限授予用户test2。

SQL> GRANT IMP_FULL_DATABASE to test2;
GRANT succeeded.

经过上面步骤就解决了:IMP-00013: only a DBA can Import a file Exported by another DBA这个问题
