2、修改struts2的常量配置三种方法

第一种是在struts.xml 的constant标签下配置

第二种方式在src下新建struts.properties文件，在里面写常量

struts.i18n.encoding=UTF8

第三种是在web.xml下配置

加载顺序第一种>第二种>第三种，真正开发一般是在第一种struts.xml中配置常量
