SSL certificate problem unable to get local issuer certificate 解决办法：

1. 下载:ca-bundle.crt

2. 将它放在自己的wamp或者xampp目录下，如 c:wamp ca-bundle.crt

3. 在Apache中开启mod_ssl ，在php.ini开启php_openssl.dll

4. 在php.ini文件中添加ca-bundle.crt的文件路径，如:

   curl.cainfo="C:/wamp/ca-bundle.crt"
   openssl.cafile="C:/wamp/ca-bundle.crt"
   

5. 重启Apache服务器
