一、默认情况下，在创建网站集时，只有选择的模板为‘ Publishing Portal（发布门户）’与‘ Enterprise Wiki（企业 Wiki）’时才默认启用发布功能，如下图所示：
二、发布功能包含两块：网站集级别的发布功能（SharePoint Server Publishing Infrastructure）与网站级别的发布功能（SharePoint Server Publishing）。分别如下图所示：
程序集的根网站（首要网站）--> 右上角齿轮按钮 --> 网站设置（Site Settings）--> 网站集管理（Site Collection Administration）--> 网站集功能（Site collection feature）
程序集的根网站（首要网站）--> 右上角齿轮按钮 --> 网站设置（Site Settings）--> 网站操作（Site Actions）--> 管理网站功能（Manage site features）
三、启用SharePoint Server 发布基础结构功能（SharePoint Server Publishing Infrastructure）：
1、网站模板，开启该功能的网站集，在创建子网站时，会默认添加三个模板：
发布网站（Publishing Site）
使用工作流发布网站（Publishing Site with Workflow）
企业 Wiki（Enterprise Wiki）
2、网站设置（Site settings）页面的更改：
网站管理（Site Administration）部分增加下列链接：
内容和结构（Content and structure）
内容和结构日志（Content and structure logs）
翻译状态（Translation Status）
搜索（Search）部分增加下列链接：
可搜索的栏（Searchable columns）
外观部分增加了下列链接：
设计管理器（Design Manager）
设备通道（Device Channels）
导入设计包（Import Design Package）
导航（Navigation）
外观部分删除了下列链接：
快速启动（Quick launch）
顶部链接栏（Top link bar）
网站集管理部分添加了下列链接：
搜索引擎优化设置（Search engine optimization settings）
网站集导航（Site collection navigation）
存储标准（Storage Metrics）
变体设置（Variations Settings）
变体标签（Variation labels）
变体日志（Variation logs）
可转换的栏（Translatable columns）
建议的内容浏览器位置（Suggested Content Browser Locations）
3、文档库和列表（Lists, Libraries, and other Apps），启用 SharePoint Server 发布基础结构功能时，下列文档库和列表将添加到网站集的根网站中（网站内容页面（Site Contents））：
网站集文档（Site Collection Documents） 此库存储用于整个网站集的文档。
网站集图像（Site Collection Images） 此库存储用于整个网站集的图像。
四、启用SharePoint Server 发布功能（SharePoint Server Publishing）：
1、网站设置（Site settings）页面的更改：
Web设计器库（Web Designer Galleries）部分删除原有的‘母版页（Master pages）’链接，换成‘母版页和页面布局（Master pages and page layouts）’链接。
网站管理部分（Site Administration）添加了下列链接：
网站输出缓存（Site output cache）
管理目录链接（Manage catalog connections）
网站变体设置（Site variation settings）
外观部分（Look and Feel）添加了下列链接：
母版页（Master page）
页面布局和网站模板 （Page layouts and site templates）
欢迎页面（Welcome Page）
图像呈现形式 （Image Renditions）
网站操作部分（Site Actions）删除了下列链接：
启用搜索配置导出（Enable search configuration export）
网站集管理部分（Site Collection Administration）添加了下列链接：
网站集缓存配置文件（Site collection cache profiles）
网站集对象缓存（Site collection object cache）
网站集输出缓存（Site collection output cache）
2、文档库和列表（Lists, Libraries, and other Apps），启用 SharePoint Server 发布功能时，下列文档库和列表将添加到网站中（网站内容页面（Site Contents））：
文档（Documents）：此库存储在网站页面中使用的文档。
图像（Images）：此库存储在网站页面中使用的图像。
工作流任务（Workflow Tasks） 此列表存储在网站中创建的工作流任务。
五、在使用非发布模板创建的网站集中开启与关闭顺序：
1、启用：首先需要启用SharePoint Server 发布基础结构功能（SharePoint Server Publishing Infrastructure），然后再启用SharePoint Server 发布功能（SharePoint Server Publishing）。因为后者需要依赖前者。即先启动网站集级别，然后网站级别。
2、关闭：首先要关机所有网站的SharePoint Server 发布功能（SharePoint Server Publishing），然后再关闭SharePoint Server 发布基础结构功能（SharePoint Server Publishing Infrastructure）。不允许在未关闭网站级别的发布功能时直接关闭网站集级别的发布功能。
六、继承关系：
1、根网站启用SharePoint Server 发布基础结构功能（SharePoint Server Publishing Infrastructure），在创建子网站时，与网站有关的链接会被继承下来，比如‘设计管理器（Design Manager）’。
2、根网站启用SharePoint Server 发布功能（SharePoint Server Publishing），在创建子网站时，并不会继承根网站的一些链接和设置。可见其是独立存在的。
