当装完系统，STMS第一次进入系统，就报错
The TMS configuration is inconsistent
then check the TMS alert viewer:

RFC error text: timeout during allocate / CPIC-CALL: 'ThSAPCMRCV',

Procedure
Contact your system administrator or use report RSTPTEST to localize the error. You can then execute the command again.
