I'd like to know the correct sentence:
1 Have you ever been to New York?
2 Have you ever been in New York?
I am not sure, but in my opinion the use with to is better.

In "been to", been actually has the meaning 'gone', 'travelled' etc - it always implies movement.
I've been to London three times = I've visited London three times
In "been in", been has the normal meaning of the verb to be: location, state etc
I've been in London for a long time.
