我购买了一个海外的VPS，操作系统是 Windows Version 2008 R2 x64 servers 英文版的 ，我安装中文版本的Sql server 2005 企业版 64位的时候出现了下边的这个错误提示，尝试了各种方法百度 谷歌了很多 但是都不沾边。
this install package could not be opened. verify that the package exists and that you can access it,or contact the application vendor to verify that this is a valid windows installer package.
现在说下我的【解决方法】：
1.在VPS 上打开Control Panel.
2.打开 Clock,Language,and Regin.
3.打开Region and Language.
4.在Formats选项卡 把 format 选择成 Chinese (Simplified,PRC).
5.在Location选项卡 把 Current location 修改为 China.
6.在Administrative 点 Change system locale, 在处理的窗口中选择 Chinese(Simplified,PRC),点OK
7.点OK
8.在Clock,Language,and Regin 窗口 点 Change the time zone.
9.在出来的窗口 点 Change time zone 设置为(UTC+08:00) Beijing, Chongqing, Hong Kong, Urumqi.
10.操作完毕，再次尝试 安装 就会发现可以正常安装了。这个是我操作的步骤。步骤 9 不操作应该也可以。没有测试。
