1、下载语言包解压到app/local/目录下
建议通过Magento Connect使用Extension Key在线安装
http://www.magentocommerce.com/magento-connect/filter/all/localization
2、登陆网站后台 System -> Manage Stores
3、创建一个新的Store View (例如：French Store)
4、到网站后台 System -> Configuration -> General
然后在Current Configuration Scope:中选择Store View "French Store"
并在Locale options -> Locale 选择 French语言；
Current Configuration Scope: "Default Store View"
Locale options -> Locales -> English
保存设置。
这样你的网站就有了2种语言(可切换)的界面。其实是2个Store View。
另外，别忘记刷新系统缓存，在System->Cache Index Management...
