The solution:
In your Dockerfile, before running any apt commands, add the following line:
RUN printf "deb http://archive.debian.org/debian/ jessie main deb-src http://archive.debian.org/debian/ jessie main deb http://security.debian.org jessie/updates main deb-src http://security.debian.org jessie/updates main" > /etc/apt/sources.list
This enables apt to run from the new sources.
It's possible the debian:jesse Docker image will be updated to work correctly in the near future, but until then this will allow you to keep working
