when i import skimage,it occurred --"cannot import name '_validate_lengths'"

how to sovle this prolem?

1)with the administrator user to run cmd

2)imput and run :

pip install --update skimage

3)it hints "拒绝访问"

4）i  ru it again and it works

then you import the skimage ,it's ok.
