为了在vm中支持vgpu，问题在于vgpu是否应该被当作一个PCI设备，
虽然物理GPU不是一个SR-IOV设备，但vgpu却是以一个类似SR-IOV device上的VF赋给guest的。就像是虚拟网卡。
提议首先要把 "PCI device assignment" code 变成 "host device assignment"，这样同时也能满足USB的需求。
vpgu有自己的memory/vCPU数量，应该在nova中被当作一个quantitative resource。
